Discusses New Jersey Governor Newell's advocacy of Colonel James T. Hatfield, who was being considered for appointment to brigadier general. Comments that Newell's support for Hatfield is unquestioned, remarking that Newell would only support the promotion of another officer, Colonel Joseph W. Allen, with the condition that it would not interfere with Hatfield's promotion.
