A transmittal letter signed by Walpole as clerk for the Privy Council in the Court of St. James. Transmits resolutions from Virginia and Massachusetts proclaiming the Stamp Act illegal. The Stamp had been passed by Parliament earlier that year. Has a seal and watermark.
