Brigadier General Bartlett recommends Engineering Corps officer Alfred F. Manning for commission in a New York Regiment. Addressed to Sprague as major general and adjutant general of New York. Autograph note signed on verso by Colonel Charles B. Stuart of the 50th New York Engineers also recommends Manning.
