The document relays information regarding the whereabouts of Thom, a man seeking emancipation from Robert Livingston. Thom claims that he was freed from Livingston in order to work freely. Hubbel mentions that Thom is travelling with two other Black men. It is not noted whether or not they are freemen. Docketed on verso.
