Gives authorization to Robert P. Letcher to finalize the implementation of the Treaty of Guadalupe Hidalgo and to conclude a convention with the Mexican Indians. One black and white bust engraving and one black and white seated full length engraving included.
Letcher was minister plenipotentiary to Mexico between 1849 and 1852.
