Discusses the appointment of officers to meet Pennsylvania's quota. Informs Muhlenberg, Vice-President of the Executive Council of Pennsylvania, that Captain [David] Ziegler arrived from the frontier for the purpose of the recruiting service (Ziegler had been serving in the Ohio Valley under General Harmar).
