Stealy, a captain and assistant quarter master writes to Brigadier General Scammon of the 23rd Ohio. Asks if he may pasture his stock on the other side of his post in Gallipolis, West Virginia, where there is good pasture land and fine farms. Gives his explanation of how this could be done. With autograph endorsment signed in initials by Scammon stating that this cannot be done at the present time.
