A telegram from Brigadier General Benjamin F. Kelley to Brigadier General Scammon of the 23rd Ohio to say that he would like to appoint First Lieutenant S. B. McCulloch to his staff in the 5th VA Infantry. Asks him to approve this. With autograph endorsement signed by Scammon stating McCulloch has been sent.
