Colonel Scammon of the 23rd Ohio regiment writes to Captain Bascom, A.A.A.G. (Acting Assistant Adjutant General) in Charleston. Reports on a captain Fowler that has asked for a leave. States that Fowler's company received their pay and want to send money home to their families. Fowler also wants to get a uniform. Written half in graphite, half in ink.
