Lincoln writes to Secretary of War Cameron to allow Colonel William H. Emory's resignation to be withdrawn and to have him reinstated to Colonel 1st Cavalry. Emory was stationed in Indian territory. Lincoln bases his decision on Commanding General Irvin McDowell's affirmation of Emory's loyalty.
