On order of the secretary of war, General Lee is ordered to Richmond, and under the direction of the president, is charged with the "conduct of military operations in the Armies of the Confederacy." Addressed from the Adjutant and Inspector Generals Office, War Department in Richmond, Virginia. Endorsed by General Samuel Jones, Pensacola, Florida. Cooper signs as Adjutant and Inspector General.
