Veto of "an ACT to amend the penal law, in relation to punishment for receiving deposits in insolvent banks." Roosevelt vetoes the bill commenting, "I am unwilling to accept a bill that lessens the penalty for this peculiarly outrageous breach of trust." With a large red pencil X on recto possibly indicating his veto.
