Samuel Chase informs that he has heard that one cannot be a director of the offices of discount without being a stockholder and he does not own stock. He mentions that he is happy to hear of the acquittal of the Pennsylvania judges, but is dismayed to find out that 13 members voted them guilty. He comments that "party-rage" prevails in the courts of justice.
