Captain Simpson transmits his account (not included), settled with the Navy Board, to Brown, Secretary of the Marine. He requests that Brown obtain his payment (possibly from the United States Congress) during his upcoming visit to Philadelphia, Pennsylvania. He requests that Brown advise a lawyer, Clapp, of Portsmouth, Rhode Island, whether or not the sum will be paid.
