United States 35th Congress, 1st session, Executive Document no. 21, Senate. Second half of pamphlet includes a proposed constitution for the state of Kansas. Article VII, on slavery, states "The right of property is before and higher than any constitutional sanction, and the right of the owner of a slave to such slave and its increase is the same, and as inviolable as the right of the owner of any property whatever."
