Popkin defends himself against complaints waged against him by men from Colonel Crane's regiment. Knox had ordered Popkin to go to camp to address the complaints. Popkin writes, "The substance of the complaint is not true: Notes for Pay I never receiv'd for any of them, but for depreciation of pay I did, but that they were appropriated by me in a way utterly unauthorized by them is untrue." This letter told of the "extraordinary conduct of Mr. Honniwell" Knox says "Such conduct may renew again all the horrors of War." "Mr. Honniwell" refers to Israel Honeywell, a New York patriot militia leader. On May 16, 1783, three days after Sir Guy Carleton evacuated his troops from mainland New York, Honeywell led his men into Westchester where they robbed, beat, and otherwise terrorized Loyalist inhabitants.
