Taft would like the General Assembly of the Presbyterian Church to withhold their public endorsement until a specific agreement has been decided on, rather than endorsing the general idea of having an arbitration. In response to Hanna's question about the constitutionality of creating such a treaty, Taft quotes Article II of the Constitution.
