Instructions tell commissioners to be knowledgeable of previous treaties with the northern and western Indians, especially the 1789 treaty signed at Fort Harmar. If there are conflicting claims desires them "to be liberal in granting additional considerations." Wants them to tell the Indians "That the remaining Lands of the Indians within the lands of the US shall be [guaranteed] solemnly by the General Governt." Provides a list of payments made to the 10 employees of the War Department for the second quarter of 1793. A total of $1,695.18 was paid out on 2 July. All the employees except Secretary Knox signed the document, saying they received their money. The document notes Knox has a salary of $3,000 per annum and his chief clerk makes $800 per annum. The assistant clerks make $500 per annum, while the messenger makes $250. Signed by John Stagg, Constant Freeman, Jr., Benjamin Bankson, Philip Audebert, Nathan Jones, James Henry Laugier, David Henley, Jacob Hoffman, and Frederick Sprig.

Knox received $750 for three months as Secretary of War. He made a total of $3,000 for the year.
