Laws, minutes, and reports of the state of North Carolina are often printed. Advertisements refer to fugitive slaves, soldiers in need of clothing and supplies, the sale and rent of plantations and other retail items. Obituaries are often included. North Carolina State Convention, Burnside's Official Report of the Capture of Newbern, North Carolina. Several editorials attack local papers and their opinions on various topics, including war and the gubernatorial elections. Notes from North Carolina's recent state convention are included, with the state comptroller's report. A notice advertises poisoned cannonballs and the possibility of poisoning water sources. Articles discuss the Conscription Act and implications on volunteers.

A notice reports the visit of Jefferson Davis's wife and children in Raleigh. A presidential proclamation invites Confederate citizens to worship together.

An editorial examines the duty of the states in terms of providing a certain number of troops and caring for soldiers' families. A letter to the editor discusses the value of the South and how the North has taken advantage of Southern resources. An ad gives physical descriptions of deserting soldiers. A list of the killed and wounded is printed.
