Whaley writes a telegram to Brigadier General Scammon of the 23rd Ohio to inform him of a cavalry company at Point Pleasant that is terrorizing citizens. He states, "They are the tools of one or two unprincipled men & are the terror of the Union men of this County. They are threatening to mob the new press before the paper is issued." Asks Scammon to send troops for protection. With autograph endorsement signed in initials by Scammon stating those troops have not reported to him and that he will send protection.
