Relates that "The Army of the Southwest, under Genl Curtis, after three days hard fighting near Sugar Creek, Ark, has gained a most glorious victory over the combined forces of Van Dorn, McCulloch, Price & McIntosh." The Union army managed to repulse the attack, despite having been surprised by the Confederates. The Confederates are forced to leave Arkansas. McCulloch and McCintosh were killed during the battle. Discusses gun boats being used by Grant in attack on Fort Henry. Informs McClellan "Gun boats supplied with temporary crews and in the the field. Mortar boats of no use at present. Enlistments for regular crews going on rapidly. Bombardment of Fort Henry now going on. our Troops have landed three miles below." Writing from his headquarters in St. Louis, Halleck did not know that the bombardment would not begin until the next day, 6 February 1862. The gunboats would play a key role in the Union victory at Fort Henry. Written on Department of the Missouri station.

Has heard that the rebels are building one or more riverboats "clad in rail road iron like the Merrimac." Says if it is true they can wreak havoc on Union forces on the river. Wants any heavy guns at Pittsburgh sent down the Ohio River to Cairo or Columbus. Reports he has written to ask if Commander Foote can convert his ships to ironclads. Says authority to construct a river "Monitor" should be given. Expresses that delay could be fatal. Marked "in cipher."

Title: International law, or, Rules regulating the intercourse of states in peace and war

Published by H.H. Bancroft & Co. Said to have been one of the most comprehensive treatises on the subject by an American. Written by General Halleck while he worked as an attorney. No index. Has a printed note after the preface indicating the Halleck was unable to see the book through press due to a change of circumstances, referring to the outbreak of the Civil War, for which Halleck was commissioned a Major-General in the United States Army on 17 August 1861.

Written on a printed form "To be returned to S.F. Baird" in which Halleck gave his name, his occupation as engineer, his address as San Francisco, and his branches of interest as engineering and mining. In the notes section, Halleck gives a brief explanation of his work as director of the mines, a position he held from 1853-1861. Notes experiments and the use of furnaces superior to those in Spain and Austria.
