The works have been taking too long to finish, and Early demands that "the whole of your regiment fit for duty except the guard...get all the axes spades shovels and picks...and put them to work under your personal superintendence." Docket in pencil. Addressed to "Lt Col Cummings." Written at "Head Quarters 2nd Brigade 1st Division 1st Corps Army Potomac." One bust engraving of Early included as collateral.

Jubal Anderson Early, a former lieutenant general in the Confederate Army, writes to former Confederate admiral and brigadier general Raphael Semmes regarding correspondence with a German who has created a flying machine that could be used to bombard northern cities. Says "...I have this day received an offer from a German who says he has invented a flying machine, to dedicate to the Southern Cause, which he says is not lost...he says we can bombard and destroy...Northern Cities with his flying machines. Writes of his arrest, "I desire to know what is the extent of the limits of my confinement. When you informed me that I was placed under arrest, the condition was that I would confine myself to the limits of my camp. I wish to know if this means the camp of my quarters or my division..." With Alexander Pendleton endorsement on verso, "The limits of Maj. Gen. J.A. Early's arrest are extended to embrace all points within the limits of this army."
