Writes, "Copy of a letter from Captain Jones adjutant to the Commissioner of War - We have eleven Boats at Westham at present unmanned. There are twelve Canoes under the direction of Nathaniel Anderson properly equiped. I have a sum of Specie which will enable me to Man the Boats in case of Emergency; and on timely notice can have the Canoes at Westham, which I expect will be sufficient to remove nearly the whole of the Arms you Mention." When Williams recently arrived at Springfield, he found the arsenal unoccupied by troops. Reports on the present situation at Springfield. Discusses the plan for the issue of rations. Complains that the allowance of firewood "is very insufficient, for this season of the year- many people here, have expressd there fear, that there wood & fences, will fall a sacrifise..." Reports that the barracks are well prepared, and requests extra straw.

You desire me to inform of the expence of copying- I have made no charges, in as much as the copying was done by my clerk to occupy a leisure moment." Has heard that in the absence of General Sheppard [probably William Shepard], a Colonel Chapin will be in command. Asks Williams to talk to Colonel Chapin about rounding up the Connecticut Militia. Has made arrangements with the Governor of this state [perhaps Samuel Huntington, Governor of Connecticut], and with General [possibly Roger] Newberry, who will be traveling to Springfield.
