This short note is signed "H.H. Bell" and he was identified as the Bell who became a Civil War admiral by a partially erased pencil note in the upper left corner of the document. Written in a secretarial hand and signed twice by Stewart as Commander of the Philadelphia Navy Yard to Lieutenant Turner of the Philadelphia Navy Yard. Tells him to take command of recruits given to him by Commander Engle and to proceed to Amboy by railroad and then to New York and report to Captain Boannan. Turner is to return after this is done. Boannan signed the letter and stated that Turner arrived in New York on 8 August. Stewart signed it and noted that he reported back to Philadelphia on 23 August. The letter is mounted with paste on another sheet of paper.

Autograph (1.9 x 11.3 cm.) was cut from a larger letter and is pasted to a larger piece of paper (5 x 22.5 cm.). Above the autograph it is marked "Reported." The first letter of the first name, which is illegible, is next to the name "McKeever." Pencil note on the larger sheet says it could be for a "Chauncey McKeever," but that could not be confirmed.

Gorringe reports that he was out of town until 4 January and has not been able to leave his room since. Regrets not seeing Wetmore. Henry Honeychurch Gorringe was born in Barbados on August 11, 1841. His father served as rector to St. Michael's Cathedral. Young Henry came to the United States at a young age, entering the merchant marine. When the Civil War broke out, he enlisted in the Union Navy. He quickly received many promotions during his service with the Mississippi squadron, reaching the rank of Acting-Volunteer Lieutenant. Blanchard writes to Mary Wright from camp on the Mississippi River. Mentions the levee was cut and submerged the whole country around it, sweeping away many homes and forcing people to flee to higher ground. Reports visits from Union Generals Lorenzo Thomas, John A. Logan and James B. McPherson to explain the President's policy on contrabands: fugitive slaves seeking protection behind Union Lines during the southern invasion. Claims "...within a month there will be more than 20,000 in this department alone in arms for the Union and their liberties." Encloses a yellow rose.

Says he hopes the war will be over and he will be home by the next Fourth of July. Reports many citizens and soldiers are sick. Mentions an abundance of peaches, figs and melons.
