Fossett signs as President of the Board of Supervisors of Jefferson County, and John T. Hewitt signs as clerk. Fossett and Hewitt certify that in the 26 October 1865 election (possibly held to select county members to serve in the West Virginia State House of Delegates), George Koonce received 347 votes, Charles H. McCurdy received 345 votes, Solomon Yantis received 189 votes, and Hiram Shaull received 92 votes.

Reports that when Dayton previously ran for office, "the democrats paid about 200 ... voters in this County $5,00 apiece to erase your name, and the priviledge of voting the rest of the ticket, I have this from a reliable democrat a short time since. You must work like a Beaver to the last hour of the Campaign." Possibly referring to William McKinley's presidential campaign, states, "I think McKinley is sure of his election."

Reports that after applying the medicine, the Websters realized it was a blister plaster which had raised a "great & very sore blister!" Informs Paige of a business transaction likely related to his law practice in Boston.

Reports that he hopes to send Mr. Pratt (possibly fellow politician and lawyer Thomas George Pratt) $500 or $1000. Informs his brother-in-law of a debate in the Senate regarding the 1828 Tariff Bill that proposed to tax certain raw and manufactured materials including molasses and hemp. States that due to disagreements with Southern Senators, several North Eastern Senators who would normally be opposed to the bill might go "against their first opinions" and support the bill, seeing "who can bear a molasses tax longest." Worries that the Bill will get lost, as only thirteen days remain in the session. Advises Paige to "calculate ... the Bill will pass." Marked private.

Claims he almost agreed with a man from "the other side" in order to return home expediently.
