The act provided for subsistence and transport for British forces. It is in Clark's hand, with signatures by J. Betcher (Governor) and others. Second page is docketed on verso on the same date as creation. Both pages are bound at the top by a red ribbon that remains intact.

Lists officers and soldiers under the command of Captain Samuel Page as a part of the 11th Massachusetts Regiment stationed at Valley Forge as of April 7, 1778. The 11th Massachusetts was a par of Patterson's Brigade. Four Sergeants, Three "Corprels", Twenty-Seven Privates, and One Drum & Fife Boy are listed. The document is signed by Captain Samuel Page and Lieutenant John Foster and dated to April 7, 1778. The document is docketed on verso. Notes are made in a separate column concerning the specific assignments of each soldier in the Company.

Title: Francis Bernard, Esq.; Captain-General and Governor in Chief, in and over His Majesty's Province of the Massachusetts-Bay in New England, and Vice-Admiral of the same. A Proclamation for a general Fast.

A proclamation in the name of Francis Bernard, Governor of Massachusetts Bay, which announces a day of fasting during the French & Indian War. The top of the document is marked with a printed Royal engraving that contains the notation "Dieu et Mondroit", meaning 'God and my right'. The engraving recognizes King George III and his divine right. The document was printed in Boston by John Draper. On verso there is a handwriten note "Fast April 22, 1761" in the upper right corner.

Comments on the undisciplined behavior of his correspondent's regiment in camp. He cannot discern "what plan the Genl. [George Washington] has" but believes "this maneuver is the most likely to produce neglect of duty." Would like himself and the other officers present to join the regiment; he believes that he could bring discipline to the regiment and promote health among those recently inoculated, possible for small pox. Lists the names of soldiers in different companies, and the amount of victuals delivered to each. Provisions listed include sugar, coffee, and other items.
