Title: [Pardon of Jose F. Gandara, convicted of conspiracy to start a military expedition against Mexico 3 December 1927]

Jose F. Gandara was convicted by the U.S. District Court of Arizona of conspiracy to "set foot or provide means for a military expedition against a friendly power, the republic of Mexico." He was sentenced to two years in the McNeil Island Penitentiary and a $1,000 fine. The Ninth Circuit Court of Appeals upheld the judgment. Accompanied by printed pamphlet, writ of certiorari denied by the U.S. Supreme Court, and two typed letters signed from Manuel C. Tellez, Ambassador of Mexico concerning Gandara's citizenship.

Discusses a dispute with a neighbor, the Henderson family, and their dam near Monticello. States that although he does not remember the exact position of John and Charles Henderson's four acres of land, he knows they cannot build a mill without affecting his property. Indicates that he will do whatever possible to oppose the building of a dam, "should they propose to avail themselves of the canal of the old mill I will give orders for the immediate removal of every stone in the dam... otherwise I do not wish to disturb the dam, till my own mill needs the water...." Extensive ink bleedthrough obscures Jefferson's writing. Written to America's secret agent in Lisbon concerning laws of France, Spain and England damaging American commerce. "Our best interest would be to employ our principal labours in agriculture.... Hanging prosperity on the fluctuating counsels and caprices of others renders it wise... to turn seriously to manufactures.... The Indians north of the Ohio have hitherto continued their little depredations, but we are in daily expectation of hearing of the success of a first excursion [i.e., Gen. Scott's expedition] to their towns...."…

Includes copies of correspondence between high ranking officers and foreign diplomats and dignitaries. Countersigned by Secretary of State Daniel Webster. Dow was convicted for the murder of Captain William C. Langdon of the Brig "Francis" while at sea and sentenced to be hung. Pardoned because he was "...a fit subject for the interposition of the Executive Clemency."

Written on what is now a slip of paper, with printed "Washington City" at top, probably for telegraph transmission. The ink quality is uneven. "Where is General Hooker? Where is Sedgewick? Where is Stoneman? A. Lincoln." (In full) Authenticator Joe Nichols believes this letter was written on military stationery and then trimmed to its current size at a later time.

Grant, Commander in Chief of the United States Army, writes to Stanton, Secretary of War. Relates his receipt of a dispatch from General Foster (possibly John Gray Foster), describing the capture of Savannah, Georgia "with artillery, munitions of War, railroad Cars and cotton." Referring to Confederate General William Joseph Hardee, writes "I wish Hardee's fifteen to eighteen thousand of a garrison could have been added to the other captures. It is a good thing the way it stands and the country may well rejoice over it." Marked at the top as "Cipher."

List of prisoners on front, with place of imprisonment, endorsed on verso by Lincoln. At the bottom of the list is a note of congressman Brutus J. Clay, requesting the discharge of the above. Lincoln orders the discharge of nine soldiers upon taking oath, and a discharge for William Yocum "not as a prisoner of war, but for an offence for which he has perhaps suffered enough...." Yokum, an employee in charge of contrabands (escaped slaves) at Cairo, Ill., had been sentenced to five years hard labor for "aiding in the kidnapping of employees of the U.S." (quoting Basler 7: 167 note).…
