Graham begins with consolation regarding the passing of Livingston's daughter. He continues by discussing a failed attempt by Gov. Fletcher to gain a commission for a Mr. Weaver, and yet mentions "My Lords interest continues very great at home." Furthermore, Graham discusses the case of Captain William Kidd, where Kidd's maid was forced to request some of the £ 8000 in gold owned by Kidd in the hands of a Capt. Clarke. Grahams tells Livingston that "if that [Kidd's fortune] could be secured, it might safe you of your bonds." Docketed on address leaf.

Title: Declaration removing Livingston's salary as Collector of Excise

By decision of the Council of the Province of New York under Governor Bellomont, having experimented by allowing Johannes Groenendyrk to collect the excise on 13 November 1699, discovered that Groenendyrk collected more than Robert Livingston. Therefore, the council "board are of opinion that for his Majesties Service the said Robert Livingston do not receive any Sallary as Collector of the Excise of the City and County of Albany," the salary previously being £50 annually. Written at Fort William Henry.

Discusses the conditions of the house in which he resides, and claims that his rent is too high for the said conditions. He writes "I cannot afford to give 60 pence a year for a house to Sleep in, especially for one that is not yet made intirely habitable." Furthermore, Forster discusses the lack of fresh water and chimney, finally proposes that the house be completed and the rent be abated, instead of his leaving for "the offer of 2 or 3 [other] houses."

Campbell writes discussing the events in Parliament revolving around the arrested Captain Kidd. He mentions a nine hour debate and the Earl of Bellomont's being charged with "Obtaining a Comision for Capt Kidd Contrary to the Laws." However, being made to understand that it was Bellomont who had secured Kidd's arrest, Parliament allowed Bellomont's transgressions to be overlooked. Docketed on address leaf.

Says there is reason to believe the British crown has prohibited offensive operations on the continent. Claims that if that is true, it has been violated by armed vessels in the Chesapeake. Says a party under Wheland landed and plundered the town of Benedict, Maryland. Mentions that Colonel Plater's negroes were plundered. Wants Washington to know about these violations so he can bring them up in any future negotiations with British officers.

The Asa W. Slayton and Chester M. Slayton collection contains letters primarily written to Asa Slayton. This collection also includes two speeches written by Asa. Friends and family wrote these letters to Asa during Civil War and in the ten years following the war. Chester M. Slayton wrote four of these letters during his participation in Sherman's March to the Sea. (#1-4) These letters described the battle of Kennesaw Mountain (#1,2). Written by Fox as Assistant Secretary of the Navy to Dahlgren as commander of the Washington Navy Yard. Tells Dahlgren that Ericsson is willing to produce 1 inch plates. Wants his report on the firing of cannon and his opinion before he proceeds. Dahlgren wrote a note at the bottom saying "Ericson was very positive as to his plates - why should he hesitate now?" Refers to inventor John Ericsson, who designed the ironclad "Monitor."

Transport to return black colonists from Haiti. The colonists were freed slaves. In 1862, 450 African Americans were recruited to settle on the Island of Vache, off the coast of present-day Haiti. Small pox and mismanagement by a white government-appointed manager contributed to the colony's failure. The transport ship dispatched by President Lincoln picked up only 368 survivors.

There was a little girl quite white, a slave in Washington, whose freedom was purchased through my agency, & afterwards sent to Boston, where I presume she now is. She was sometimes called Ida May, & was about 10 years of age." In a post script, writes, "Of course, the proslavery democratic papers deny everything that tells against Slavery. They deny the wrongs of Kansas!"

Pardon is countersigned by Acting Secretary of State William Henry Trescot. After serving his sentence, Jacob Smith continued to be imprisoned in Philadelphia for nonpayment of his $500 fine. He was pardoned by Buchanan after this was petitioned by citizens of Dauphin County (where the offenses took place) and by Pennsylvania Senator William Bigler.
