Anti-secessionist newspaper speaks of disloyal slaves now fighting against the survival of Virginia. There are also articles that argue that in fighting the federal government, Virginia is loosing slavery without compensation. Lists predictions of what will happen if secession fighting continues.

Tells them that since his last letter he has been in two major engagements at Fort McCallester on the Big Ogeechee River where they tried to capture the CSS "Nashville." Says it was handled badly. Blames his commander, Captain Worden, who is "pleasant" but "excitable." Claims that "If we win a Fight in this ship it will be more by good luck than good management." The other is a booklet "Abraham Lincoln" (made for Meserve's daughter and editor Dorothy Meserve Kunhardt, 1950) with 12 photographs inserted by their corners into the leaves. Both booklets are signed by Meserve.

The first act established the First Bank of the United States, and lists the rules pertaining to the bank. The second act states that, for the moment, both states will receive two representatives in congress.
