Jonathan Trumbull Jr. writes, "If you have done with the perusal of the Proceedgs of the late Commissioners, the Commander in Chief wishes you to return them to Mr. Holden, for the Inspection of Genl. [William] Heath, who has been appointed to join you on the refusal of Genl. [Alexander] McDougall." Relates that if Major [William] North is appointed to a new position, the appointment of his successor as Inspector of the Army will rest with Congress. Would like be able to promote people to the job, but is "inclined to believe that the duties of the inspector are so various perplexed, and of such a nature, as would be exceedingly unpleasant to a gentleman of your disposition." Discusses the types of qualities an inspector should possess, including "a rigid adherence to the rules."

Discusses Turner's observations regarding a memorial written by Major Pierre Charles L'Enfant, apparently about settling a financial claim he has with the Society of the Cincinnati members. May be referring to L'Enfant's purchase of extra Society badges: the previous year, L'Enfant purchased extra badges and paid for them with credit, but the badges are proving too expensive and are not selling. L'Enfant is now facing financial distress because he cannot repay his creditors. See GLC02437.03273, GLC02437.03275, GLC02437.03276, and GLC02437.03882.

Reminds Knox of a meeting the two men had in Boston in which they discussed Tyler's "disagreeable circumstance of...being prosecuted by Mr. John Lee the collector of the United State's revenue for Penoscot district." Tyler asked Knox to speak to the Secretary of the Treasury (Alexander Hamilton). Tyler is fighting charges that he did not properly pay duties on rum and sugar.
