May 16, 1863 resolutions from a group of New York Democrats led by Erastus Corning, along with Lincoln's response. The committee argues that the arrest of Clement L. Vallandigham of Ohio for treason had violated the latter's rights under the Constitution, and that arbitrary arrests will further divide the country and "distract those who should be united in suppressing the rebellion." Includes nine resolutions agreed upon by the National Club, to be printed and discussed in the following meeting. Also includes a map of the US divided into regions.

Accuses the Democratic Party of having a "rebel program" in which Southern rebels will attempt to regain everything they lost in the Civil War. Warns against the possibilty of another successful rebellion by rebel states.

The card, signed by George T. Brown, admitted Kellogg and his family to the inauguration.
