Will pay $12,500 by 1 May and the other half a year later. Hopes to be able to negotiate to pay $6,250 in a year and the remaining $6,250 in two years. Provides a list of payments made to the 10 employees of the War Department for the second quarter of 1793. A total of $1,695.18 was paid out on 2 July. All the employees except Secretary Knox signed the document, saying they received their money. The document notes Knox has a salary of $3,000 per annum and his chief clerk makes $800 per annum. The assistant clerks make $500 per annum, while the messenger makes $250. Signed by John Stagg, Constant Freeman, Jr., Benjamin Bankson, Philip Audebert, Nathan Jones, James Henry Laugier, David Henley, Jacob Hoffman, and Frederick Sprig.

Was shocked to read about the death of Mrs. Lear and her child in the newspaper (a reference to Mary "Polly" Long Lear, who had married Tobias Lear in 1790, and died in the yellow fever epidemic in Philadelphia). Provides a breakdown of the War Department's salaries for the third quarter of 1793. Includes the salaries for Henry Knox, John Stagg, Philip Audebert, Nathan Jones, James Laugier, Jacob Hoffman, William Burton, and Frederick Sprig. The total amount of the salaries is $1546.47. Knox received $750 for three months as Secretary of War. He made a total of $3,000 for the year. Says "the Inhabitants are extravigent [sic] in their demands, they take ever[y] advantage of us knowing that we must submit, for we cannot proceed on without their assistance - from this state of act please to inform me, must I proceed on at this great expence of more than 4 Dolls pr day when on business, and as much when detaind by Mr Vesey Ill health." Includes comments, time of enlistment, and place of appointment. On verso, contains "Proof of Effectives" chart, noting officers present and absent. Lieutenants Eli Elmor and David Moore sign, certifying the authenticity of the chart. Colonel Richard Humpton, commander of the Second Brigade of General Benjamin Lincoln's Division, signs 3 September 1777.
