Representative Smith states, "I am opposed to the bill for organizing the Territories of Nebraska and Kansas, which has come to us from the Senate, because, in the first place, it insults colored men, and the Maker of all men, by limiting suffrage to white men... in the second place, it limits suffrage to persons, who have acquired citizenship... in the third place, because, it is so drawn, as to convey the deceptive idea... that the bill recognizes the doctrine of non-intervention."

In response to the question, "Are you willing that the black man shall participate, equally with the white man, in all the social and political benefits of this country," Gillette replies, "I certainly am willing, yea, desirous, that all men, irrespective of color, stature, height, circumference, or any other of the accidents of being, should have the same rights and the enjoyment of the same privileges, to work out the great problem of their existence, and to 'participate equally'... "

Asks Hobart to find Boston's proportion of United States Stock from information available in Washington, D.C. Hobart obtained the information (see GLC06313.117).

Admiral Montagu informs Flucker that Admiral Samuel Graves will arrive later that month to assume command from British Governor of Massachusetts Thomas Gage. Orders Flucker to leave his house by midsummer. Flucker was Gage's secretary. Sandwich was lord of the British Admiralty during the Revolution. At the time, colonists in New England were becoming increasingly hostile toward the British and the British military was mobilizing in response.

Asks Knox to get a pamphlet called "Lord Somers' Judgment of whole kingdoms & nations" from John Langdon, bind it, and send it to him. Also asks Knox to order specific books and pamphlets from London for him, including the letter of Royal Governor of Massachusetts Thomas Hutchinson and Lieutenant Governor Thomas Oliver. The letters pertained to the Hutchinson Letters Affair, which involved letters urging the British government to send additional troops to Boston to fight the rebels. They were published in June, 1773.
