"Secular News" includes reports that Europe will not recoignize the Confederacy, whites are rioting against Negroes in Detroit and other cities, and Penscola is being evacuated by Yankees "and their sable comrades," amongst other reports.

Welles, a Civil War veteran from Ohio, was appointed Brigadier General 13 March 1865 by Brevet.
