Printed by John Dunlap. First American printing of the first United States treaty. Contains both the Treaty of Alliance with France and the Treaty of Amity and Commerce. The Treaty of Alliance is the first Philadelphia printing and the first appearance anywhere in print.

Title: An Ordinance for the government of the territory of United States, northwest of the river Ohio

One printed copy of "An Ordinance for the government of the territory of United States, northwest of the river Ohio" dated 1795. Details new laws on property rights. This printing comes from the first section of Laws of the Territory of the United States North-West of the Ohio. The Northwest Ordinance guaranteed residents' property rights as well as other rights such as trial by jury and freedom of religion. Article VI states that slavery will be prohibited in the Northwest Territory.

Written by Hamilton as an appendix to his Public Credit report and issued six weeks later. He recommended raising duties on imported liquor and enacting an excise tax on domestic Whiskey. (This tax eventually led to the Whiskey Rebellion).

Also mentions Thomas Johnson and James Winchester, brigade commanders in the Second Division, West Tennessee Militia. Mississippi governor Pettus appoints Joseph W. Matthews as commissioner to Alabama to inform that state of Mississippi's upcoming convention "to consider the present threatening relations of the Northern and Southern sections of the United States" and "to express the earnest hope of Mississippi that Alabama will co-operate with her in the adoption of efficient measures for the common defence and safety of the South." Also signed by Mississippi Secretary of State C.A. Brougher. Docketed in pencil.

Title: Constitution of the State of Virginia, and the Ordinances Adopted by the Convention which Assembled at Alexandria, on the 13th Day of February, 1864.

Printed by D. Turner, printer to the state. This constitution was passed by the loyal government of the state of Virginia, in exile in the North during the Civil War. The most notable change from earlier constitutions was the abolition of slavery in an official way by the state. Also includes an official repudiation of the Confederate government, and states that any officeholder under that government was barred from public office.

Relays news that the Compte d' Estaing had set sail with a fleet for Delaware or Chesapeake Bay and that a British fleet has set out to intercept them. Today they were informed that d'Estaing arrived near Maryland three days earlier and set off for Sandy Hook. Notes that war had been declared in Paris against England and French troops were in transit toward America. Comments on the recent passage of the Articles of Confederation in Congress.
