Burns discusses his settlement on Samuel Waldo's Muscongus Patent (also known as the Waldo or Linconshire Patent, land in present-day Maine). Discusses improvements Burns made to a stone house, and mentions his black cattle. Burns was given command of a company of soldiers by Governor [William] Shirley, after which he and his family moved to a settlement of 40 or 50 "Protestant Familys from Germany" on the Madomock [Medomak] River. Monroe was Secretary of War from 1814 to 1815 and Swartwout reported to him during that point in the War of 1812. Swartwout apparently wrote Monroe for documents defending his conduct during the war. Written by Monroe as Secretary of State, recollecting the appointment and duties of Quartermaster-General Robert Swartwout, who served from March 1813 to June 1816. Monroe also served as Secretary of War in 1814-1815 and would have been his superior during those years. Swartwout was apparently seeking documents after questions of his conduct came up. Using cautious wording, Monroe recollects authorizing Swartmout's recommendations for deputies and assistants in January 1815.
