Signed by Pottel and fifteen others. Settlers on Knox's Ducktrap lands (in present-day Maine) apply to him for relief "as children to a Parent." Recently signed a contract requiring them to pay for the land. Complain they did not have time to consider the details of the contract. Attest that they previously paid for the land, and should not have to pay again. Express worry that they have little or no provision to support their families through the winter. Threaten to seek the protection of the General Court if Knox refuses to give them relief.

Unsigned, but handwriting for at least part of the receipt is in the hand of Henry Knox. A signature apparently for the firm Smith & Wyckoff has been struck at the bottom of the note. Note declares that two hundred dollars was given, by Henry Knox, to Captain [Henry] Burbeck for rations for his detachment on 29 August 1789. Another note at the bottom of the page declares the money was repaid 14 December 1789. The note also includes a possibly unrelated list of names.

Discusses "unauthorized expeditions in to the Indian Country," and the "late sale of Georgia..." Continues to list goals such as preventing the "usurpations" of the public lands, surveying land to sell for the purpose of relieving public debt, and the use of troops to keep order. Point five discusses methods of promoting friendly relations with the Chickasaw & Choctaw Indians…
