Possibly a copy in the hand of Brigadier General Eliakim P. Scammon to whom the telegram was probably sent. Informs that a scout, Low Jacobs, found a path fit for infantry, but not cavalry. Gives the number of Confederate forces in their area of West Virginia, and states that some are advancing to reinforce Raleigh. Writes, "Officers heard to say if we did not attack them soon they would us. They expect to advance with six thousand, take Fayette and clear the valley - This very doubtful."
