Reagan also writes "We all hope, however, that the Soviets will join us in seeking meaningful progress in arms control negotiations." He also mentions the commitments made to disarmament, including reducing ballistic missiles by one half, and ballistic missile warheads by one third. This letter is on White House stationery.
