Writes in references to lands in Peterborough, New Hampshire that his late father-in-law Thomas Flucker purchased from Richard Gredley. Says there has been illegal sales of some of these lands for the non-payment of taxes by squatters. Notes he has employed a Mr. Otis (Harrison Gray Otis) of Boston to help him with this situation. Comments "As soon as the lands shall be entirely disentangled, which will not be a work of much difficulty they will be for sale." Reports that Otis can inform him on how the matter currently stands.

Written in Russell's hand, but is signed by both Russell and James Sullivan. References a letter they wrote to Knox on 9 December 1792. That letter received no answer, so they are repeating its contents in this letter. They are writing in their capacity as committee members appointed by the directors of the Middlesex Canal Company. The directors are happy that Knox is friendly to their plan. Asks the letter to be returned if he has left Philadelphia. Has been absent from Boston for some time, but reports that Mrs. Sullivan saw Sarah Lyon Flucker at the commencement. Says "I combatted for you at Lincoln County and had one Ely who had appeared agt your interest recognized with sureties for his good behavior." "Free" stamped on address leaf with no signature.

Reports to Knox that he is holding a suspicious person at Constitution Island who arrived alone and without credentials. He then asked for information about the forts and weapons there. Includes a reply from Samuel Shaw stating that Knox asked him to write, and states that Knox expresses his thanks for Reily's vigilance. Says the prisoner is innocent and visited the Island solely out of curiosity. Declares that he should be released after being informed of the "great impropriety in a person visiting any military post" without proper introduction. Written at Constitution Island.

Secretary of War Knox has enclosed two bills to Randall, one for $2000 and the other for $2175. Asks Randall to "deface the notes I gave you for five thousand dollars and enclose them to me." States in a postscript that he was promised a note on the bank of New York but was disapproved at the last minute.

Knox is sending Randall two notes -- one for $3,000 and the other for an unknown amount. The notes were drawn by William Duer -- the $3,000 note can be discounted on 15 June while the other bill can be discounted on 7 June. Asks that the $3,000 note be discounted independent of Duer and on Randall's own credit. Randall was of the house of "Shaw and Randall" -- probably a reference to Knox's former aide-de-camp.
