The proclamation establishes colonial rule over former French and Spanish possessions in Canada, Florida, Grenada and other areas; it offers tolerance to Roman Catholics; it calls for governments and assemblies like those in existing colonies and recognizes the rights and land ownership of Indian tribes. One of nine known surviving copies. References: Clarence Brigham, British royal proclamations relating to America, 1603-1783; Clements Sale 1996 lot 223. Nine copies are known to survive.

Statistical return of troop strengths for 1 June 1780, 1 August 1780, 1 September 1780, and 15 November 1780. Breaks down totals for troops in South Carolina, Georgia, and East Florida. Also provides numbers for each rank in those three states. The 15 November 1780 totals are for Major General Alexander Leslie's Corps. During the time covered in this report, Cornwallis won the Camden Campaign and lost the Battle of King's Mountain, both in South Carolina.

Discusses relieving New York from the constraints of the American Prohibitory Act (1775), which banned all British trade with the colonies. Comments on a bill in Parliament to exempt New York and other colonies under British control during the American Revolution from the law. Instructs him to continue trade in accordance with a recent proclamation in hopes that it will "prevent the Inhabitants suffering any Inconvenience." Signed "Geo. Germain." Written from Whitehall. Copy of terms of surrender of the convention after the Battle of Saratoga. Docket has copy marked as No. 12. The document has the four copied signatures of Lt. Col. Nicholas Sutherland, Capt. James Henry Craig, Adjunct General James Wilkinson, and Brig. Gen. William Whipple. Contains the 13 terms of surrender that General John Burgoyne accepted from General Horatio Gates. The terms were generous to Burgoyne and allowed his troops to leave the field "with the honours of War," and to march to Massachusetts where they would be paroled and eventually be returned to Europe. Shaler's diary from Ghent where he served temporarily on the Peace Commission while on his way to Algiers to negotiate a treaty. Shaler gained the confidence of Henry Clay, who relayed to him the negotiating positions of both sides. The book does not include his service in Algiers.

Adams comments upon his "essay" in defense of British actions in China during the Opium War. He maintains that he confined himself "to the question of right from wrong between the parties, as it stood upon the ransom of Canton." He bases his judgments on two principles: the equality of men and the love of God and neighbor. Adams alludes to Chinese demands of submission, and contrasts that with the Britons, "a Christian nation of Freeman" whom he hopes will practice mercy and moderation.

Declares that such a recommendation would be improper, stating "I have never had the Lever of a personal acquaintance ... with the Governor- I do not feel myself authorized to take a greater latitude of freedom in this respect than any other unknown private citizen."

Currently awaiting the Czar's answer to the peace terms offered by Austria and presumably accepted by France and England. Comments that the British "seem determined, if possible, to regain the prestige which they have lost in the last two campaigns," and were expanding their navy in anticipation of a third campaign.
