He describes the monument in great detail, including the fact that the soldier gazes upon Edinburgh Castle. He states that he carried the quotation in his wallet along with a photograph of Edinburgh Castle, but was not able to visit the monument until he relinquished his post as Supreme Allied Commander Europe of NATO.

President Grant asks former General Franz Sigel to be Secretary of the Commission to Santo Domingo. In 1869 the Senate refused to approve a treaty annexing Santo Domingo, but in his 1870 message to Congress, Grant reopened the issue. The House authorized him to form a commission to investigate the issue further. He tells Sigel to respond by telegraph if he accepts. Says a naval ship will await the commission at Norfolk, Virginia.
