Telegram from Colonel Paxton to Brigadier General Scammon. Reports on men that are supposedly heading bushwhacking companies around Clay Court House in West Virginia. States that he divided his men and they went searching for them house to house but the men escaped to the woods. Says they returned to camp because the men and horses were tired. He has seven prisoners. Informs that on Monday the men will gather at Logan Court House to elect a Colonel. Writes, "...Union men selling salt to go to Dixie for 350 per bushel. Says plans to send the regiment to Washington fell through because the State militia detailed to take over guard duty consisted mainly of young boys incapable of controlling the prisoners. Countersigned by R. A. Alston. Message from the Commanding General ordering the Home Guards to come in immediately and give up their arms. Those who do not will be regarded as enemies of the Government, those that do will be treated as private citizens. Indicates that any citizen who ambushes soldiers, "bushwhackers," will be ordered found and shot. "If any of our men are fired on I will lay waste the entire surrounding neighborhood." Morgan was a Confederate general in the U.S. Civil War, famed for his daring cavalry raids behind Union lines.
