Informs Rodney that all provisions for the army should be placed at Christiana Bridge, Delaware. This was in accordance with an act of Congress saying that the provisions provided by each state should be placed at a point of Washington's choosing. Washington notes that he would have contacted Rodney earlier "had not the greater part of my time... been taken up in arranging & visiting the Hospitals, and Winter Cantonments of the Army."

Lieutenant William Pratt's testimony for the trial of Lieutenant Wheaton. Accuses Wheaton of shirking his duty and of arresting him without due cause. According to Pratt, despite being the commanding officer, Wheaton had tried to pass command to Pratt, and had Pratt arrested when he refused.
