It was probably written after 15 June 1786, the date Jefferson wrote a letter to Lafayette about making Honfleur a free port. The contents fit in with Lafayette's other commercial initiatives during early summer 1786. Date inferred from Lafayette Papers, Robert Crout.

He also believes that all will soon agree that the acquisition of the Louisiana territory from the French by the United States is for the best.
