Discusses a shipping business venture. Comments on French naval activities in the West Indies, including their recapturing of Guadeloupe from the British. Mentions a possible response from Sir John Jervis. Speculates that the French might not only recover the islands taken by Jervis but capture him as well. Expects a positive outcome from John Jay's upcoming negotiations in London, part of which were aimed at obtaining indemnities for shippers, securing the right to trade in the British West Indies, and ensuring peace. That meeting produced Jay's Treaty.

Hopes Secretary of the Navy Smith will recommend Morris to President James Madison. Morris had served under Preble on the frigate Constitution and continued to serve on the Constitution during the War of 1812.

Written as Senator from Pennsylvania to his friend Edward Gazzam. Buchanan's delaying tactics the following year as Secretary of State under Tyler allowed the president to ask for a declaration of war against Mexico. A portion of the letter on p. 1 was removed by cutting, probably by Buchanan. With free frank.

Signed by Madison as "James Madison Jr." Countersigned by Theodorick Bland and John Francis Mercer. Written to Governor Benjamin Harrison of Virginia, as state delegate (per Madison Papers and Library of Congress, Papers of the Members of Congress project). Madison makes mentions the controversy with slaves ("Negroes") fleeing with British loyalists to Canada. Carlton had argued that owner claims could be made through normal diplomatic channels once a peace treaty had been finalized.

Title: [Appointment of Levett Harris to secretary to legation at St. Petersburg, Russia]

Signed by Madison as President, countersigned by Monroe as Secretary of State. The official appointment was as "Secretary of the Mission Extraordinary of the United States" and the diplomatic mission was for the purpose of "entering into negotiations at St. Petersburg, with Great Britain, of and concerning a Treaty of Peace and of Commerce." The Treaty of Ghent was negotiated and ended the war of 1812 in late 1814.

Dudley, the Royal Governor of Massachusetts, hopes that his subjects will treat the Indians with "all Exactness of friendship," so that any conflicts can be avoided in the near future. Wants to avoid any mischief occurring between the colonists and the Indians for the time being. Asks the recipient of this letter to convey these messages to the people, because he knows them well.
