Writes to Ogden a second time because he did not receive a reply after his first letter. Reports that the Carlisle Barracks, which had been destroyed by the Rebels, are being rebuilt. Describes the destruction done to Carlisle's railroad and nearby buildings. Says Ford's regiment has received new tents and is encamped near "the City." He is now the acting orderly for the Provost Marshal. Written on "Head Quarters Provost Marshal..." stationery. Includes an "OFFICIAL" envelope with the "Head Quarters Provost Marshal..." name and address printed on it.

Notes his company has changed its name to Company D, 16th Regiment. Says he is presently on duty in Chambersburg, where he is being quartered in comfortable barracks. Notes eighteen Rebels were brought in, but are going to be sent to Fort Delaware. Some of the men were thought to be spies, and were sent to jail. Requests that Ogden send him a couple of undershirts, in the care of the bearer of this letter, as his were stolen from his knapsack. Written on "Head Quarters Provost Marshal..." stationery.

Writes from Martinsdale Barracks. Informs Ogden that he would have come down to visit her before he left, but lacked the time. Says he is stationed in barracks opposite the City Circle. Believes that he has "a splendid Col." Recounts meetings with various acquaintances. Says he would be glad to see any of Ogden's friends who want to come for a visit while in the city. He knows that she is busy, but asks that she please think about him. States he found out from Mrs. Reeves that the Hospital is being opened again. Thanks Ogden and tells her that the women's work is necessary.

Writes from Camp Convalescent. Describes his journey from the hospital to the camp, mentioning his stop in Washington and his boat trip to Alexandria. Notes he had some difficulty locating the camp. Describes his living situation in the camp, which is comfortable. However, medical accommodations are lacking, and the men have to take care of themselves. Says if necessary, they can purchase a ticket at headquarters and get a prescription for medicine. Many of the men are ill, and he believes they should be in hospitals. Writes that a severe cold, contracted on the way back from Philadelphia, Pennsylvania, delayed him in getting to his regiment. The camp where he is now staying is "a very pleasant place for well men but there is but few ladies here so it is very dull for us at present." While at camp, he ran into some of the men who had been released from the Broad and Cherry Hospital just before his departure. Closes by thanking all of the women from the hospital and giving them his best wishes.

"...we are on a rabid old secesh has been sent to Fortress Monroe they caught him making signals to the enemy from his house. he said he would dig up the bodies of all the Union soldiers that were buried on his farm and throw them into the Chickahominy river..." He writes about his frustration with the war's progress and the sense of defeatism he feels. He accuses the government of not thinking critically about the way in which "they use up human flesh." He also discusses the desolation of the area surrounding Fredericksburg. Bartlett also illustrates the dark character of the war at this point, telling Mr. Andrews about their encampment on top of a cemetery. Again, as in previous letters he ends with instructions on what to do with the money he is sending Mr. Andrews.
