Memminger, Secretary of the Confederate Treasury, requests the financial advice of Trenholm, Confederate agent in Europe. He reports a measure adopted by the Confederate Congress for "raising 250 millions by the issue of 20 year bonds, with Coupons payable at the pleasure of the Government in Coin or Cotton." He requests Trenholm's guidance on bringing these bonds into domestic and foreign markets, stating that the bonds' value in Europe "would be compounded of two elements, the value of Gold here and Cotton there." With French text. Prints a proclamation by Governor Moore calling for a General Assembly in Shreveport, the temporary capital of Louisiana. Articles describe female soldiers and war industries. Includes several ads, among which is one offering full amnesty for AWOL soldiers, another for gunboat artillery recruits, and one for a slave sale. Printed on blue/green floral wallpaper. After Baton Rouge fell in early 1863, Governor Moore moved the state capital to Opelousas. When that city was captured by Union troops, the capital was moved to Shreveport.

Written on a signed autograph letter from Mississippi Governor Pettus to Jefferson Davis requesting money to cover the costs of raising and arming Confederate troops. The national government in Richmond had allocated monies to reimburse local governments for that purpose.

Next Tuesday [28 April 1863], a man from the 125th Ohio will be shot for "desertion, stealing and using threatening language" (see GLC05241.43). In Franklin, Tennessee, six more rebel families were ordered outside the Union lines. Also describes a military funeral for a cavalry lieutenant. Mentions a rumor that Generals [Braxton] Bragg and [Earl] Van Dorn will attack. McCandles is doing well.
