States "in consequence of no person's appearing at Fort Washinton on the part of the Contractors to make provision for the transportation of the flour & for the Army, I had been obliged to take it upon myslef, and had ordered...an Agent, to provide the horses and carriages that would be necessary." Appeares to be a mix-up in ordering horses, so asks Lexington to "suspend your purchases of horses until you hear again." Noted as a copy. Watermarked "Watt & C Patent Copyin[g]." Letterpress copy.

Discusses travels from Camp Russell, including twenty-five hours of "severe" suffering, many of which were spent traveling through the snow in open cars: "many men froze their feet others were badly chilled." Describes General Ulysses S. Grant's warning to the rebels not to "shell" the railcars or he will begin shelling Petersburg. Mentions the location of Union and Confederate forces and their proximity to each other, saying that they are located within speaking distance of each other.
