Written in Knox's hand. List of expenses for the recruiting service. Goods and services include clothing, transportation, bounties, rations, medicine and pay to recruiters. Tens of thousands of dollars was allocated and spent. Page 4 has a reference to the "Indian department." Line items for the "Creek" and Cherokee" add up to $8,000 and a line item for "Indians N West Ohio" is $10,000.

Noted that Henry Knox paid Thomas Bumstead in full for work on his chaise. Total cost was £22.12.2. Payments were for chains, springs, rivets, seats, lace, buckles, a head rail, and labor for repairs. The work was done March-September 1777, but it seems that Bumstead signed the document on 16 July 1778.

Madison writes to Brown, then a Kentucky lawyer and later a senator, to promise further communication of his thoughts on making Kentucky a state. Also comments cryptically, because he has no cypher established with Brown, about his sentiments regarding "our confidential conversation just before your departure." Indicates that he has anticipated "every political calamity," probably referring to Spain's efforts to get Kentucky to become an independent state. Includes two resolutions passed by Congress on September 16, 1788 relating to American rights to the Mississippi River.

Greene mentions that he discussed his plan to amend Pennsylvania's wagon law with General George Washington, who suggested that the change might cause jealousy between the army and state. Closes the letter by mentioning the return of Lafayette, who wants his old quarters back. Greene, as the new Quartermaster General for the Continental Army, desired a change in the wagon laws as part of a larger effort to reorganize the transport operations. Commissary General Biddle had previously served as Greene's aide-de-camp.

Signed with printed signatures of Frederick Augustus Muhlenberg, Speaker of the House of Representatives, Ralph Izard, President of the Senate, and approved by George Washington as President. Printed act establishes a yearly tax on all carriages used for the conveyance of persons. Decided at a session of the Third Congress in Philadelphia 2 December 1793 and approved on 5 June 1794.

Includes 28 coupons for $40 attached. Second page includes an endoresement of the bond by the state of Alabama, and a list of "persons allowed" to take out a bond.
